Democracy
is when each citizen feels he is part of the state, when he is able to
express
his views and take his initiatives without fear of being prosecuted,
where he
walks down the street of his capital city and is proud, not afraid, of
policemen, where he contributes with what he can to the well-being of
his
fellow countrymen. In this sense, democracy has no borders. It is the
most
basic way for the people to govern themselves. Undoubtedly, democracy
has its
vices, too, but these are nothing but a small nuisance compared to life
under
the authoritarian rule. We, citizens of the postsoviet region, are well
aware
of it.
